DHA vs. Dubai Health vs. MOHAP vs. DHCA
Dubai’s medical ecosystem has a clear structure.
Regulation and clinical care are two different bodies.
Under Law No. (5) of 2025 on Public Health, DHA, Dubai Health, MOHAP and DHCA have different functions.
| Healthcare Entity | Primary Corporate Role & Function | Scope of Jurisdiction |
|---|---|---|
| DHA (Dubai Health Authority) | Independent regulator, policy setter, and licensing watchdog. | All private and public health facilities and medical staff in Dubai. |
| Dubai Health (Formerly DHA Assets) | Academic health system managing public clinical care delivery. | Public hospitals (Rashid, Latifa) and primary medical centers. |
| MOHAP (Ministry of Health) | Federal health ministry managing nationwide strategic frameworks. | Northern Emirates (Sharjah, Ajman, etc.) and federal drug approvals. |
| DHCA (Healthcare City) | Free-zone specific regulatory and management body. | Medical operators and professionals physically located inside DHCC. |
DHA does not operate hospitals, health centers, or specialty clinics.
In 2023, patient care and hospital operations moved to a separate entity called Dubai Health. DHA kept the regulatory role: licensing doctors, licensing facilities, and setting insurance rules.
| I want to… | Go to… |
|---|---|
| Book a hospital or clinic appointment | Dubai Health |
| Renew or check a doctor’s or facility’s license | DHA |
| Complain about care quality or billing | Dubai Health |
| Report medical negligence / legal dispute | DHA |
| Check mandatory health insurance rules | DHA |
| Find a specialty center (diabetes, fertility, etc.) | Dubai Health |
Note: DHA’s own login portal still lists “Latifa Hospital” and “Rashid Hospital” as menu items from before the 2023 change. These are now run by Dubai Health, not DHA.

Contact DHA: Support Numbers & Complaint Tracking
- General Enquiries / Support (Within UAE): Call toll-free at 800 342 (800-DHA).
- International Support Hotline: Call +971 4 219 8888.
- Reporting Medical Malpractice: Official complaints must be filed electronically via the Medical Complaint Management System (MCPS) at
mcps.dha.gov.ae. You will need to provide your Emirates ID, the patient’s Medical Record Number (MRN), a clear timeline of events, and supporting diagnostic summaries.
Go to DHA’s official single sign-on page at services.dha.gov.ae. If you don’t have an account yet, click “Register New Account” to create one before logging in. The same account works for both individual and corporate access to DHA eServices.
DHA’s toll-free number for general inquiries is 800 342 (800 DHA), available within the UAE. It connects you to support for licensing questions, complaints, and general public health queries.
Registration is done through DHA’s Sheryan platform. You’ll need a recent passport-sized photo, a valid passport copy, a Good Standing Certificate less than six months old, and verification of your qualifications through a Primary Source Verification (PSV) agency. Once approved (and after an oral assessment, if required), you’re added to the Dubai Medical Registry.
Sheryan is DHA’s digital licensing platform for healthcare professionals and facilities. It handles new registrations, license renewals, upgrades, oral assessment scheduling, and continuing professional development (CPD) tracking, essentially the online system for all DHA license-related activities.
No. DHA is not the same as Dubai Health. DHA is a regulator; it licenses doctors and facilities, sets healthcare policy, and manages insurance rules.
Dubai Health is a separate entity, created in a 2023 restructuring, that runs the actual hospitals, health centers, and clinics. If you’re booking an appointment, you want Dubai Health, not DHA.
Start with Dubai Health for complaints about care quality, service, or billing at a hospital or clinic.
If the issue involves medical negligence or needs legal escalation, it goes to DHA’s Medical Liability Committee instead.
No. As of the 2023 restructuring, Rashid Hospital, Dubai Hospital, Latifa Hospital, Hatta Hospital, and other public hospitals are operated by Dubai Health, not DHA.
DHA still sets the clinical and safety standards these hospitals must follow, but day-to-day operation is Dubai Health’s responsibility.
A DHA license only lets a healthcare professional practice in Dubai. Abu Dhabi has its own regulator, formerly known as HAAD, now called the Department of Health Abu Dhabi (DOH) — and requires a separate license.
The two aren’t interchangeable; you need to apply separately to each emirate’s authority.
Your application can be returned for correction or denied outright, usually due to incomplete documents or a failed verification/assessment result.
If returned for correction, you can resubmit with the missing or corrected documents. If denied, you’ll need to restart the process and address the specific reason given for rejection.
Submit complaints through DHA’s Customer Happiness Center via the eServices portal, or call 800 342 (800 DHA). For care-quality or billing complaints at a hospital, contact Dubai Health first; escalate to DHA only for medical negligence or legal disputes.
Log in to Sheryan, go to “Update Professional Registration,” and edit the relevant fields (contact details, employer, specialty). Some changes, like an employer update, may require supporting documents before the update is approved.
Log in to the DHA eServices portal, go to “Payment of Fines” or the relevant service page, select the invoice or fine reference number, and pay via the available online payment methods (credit/debit card).
A licensed physician issues the sick leave certificate directly through the DHA system during your consultation. If you need to request or purchase certificate forms as a facility, this is done via the “Purchase Sick Leave Certificate” service in eServices — individual patients don’t request this directly.
Log in to Sheryan and select “Add/Upgrade Professional Registration” or the employer-transfer service. You’ll need a new offer letter or contract from the incoming employer, and in most cases your current employer needs to confirm your release. Once approved, your license is updated to reflect the new employer — you don’t need to reapply for a fresh license.
Log in to Sheryan and select “License Cancellation” under professional services. You’ll need to clear any outstanding fines and confirm you’re no longer practicing under that license in Dubai. Cancellation is typically required if you’re leaving the UAE or switching to practice in another emirate.
